This examination is for the purpose of developing an Open Competitive and Promotional Eligible list. POSITION
: Auditor (4 Positions) PL-UNGRADED


SALARY
: $33,000 to $42,000 P/A

The salary given will be determined by the qualification of the appointee.


LOCATION
: Office of the Public Auditor (OPA), Saipan


DUTIES and RESPONSIBILITIES
:

  • Performs assigned financial, operational, compliance audits, and other engagements.
  • Conducts or assists in preliminary surveys, preparing audit programs, determining audit procedures to be used, etc.
  • Conducts or assists in performing various audit assignments or special audit projects.
  • Tests, verifies and analyzes data using established audit standards, procedures and techniques.
  • Reviews transactions, documents, records and operational methods to determine adequacy of control and efficiency of operations.
  • Prepares and organizes supporting documentation, e.g., work papers and schedules for project under review.
  • Monitors projects in-progress for adherence to objectives, schedules, deadlines, etc.
  • Keeps supervisor advised of progress of projects.
  • Conducts preliminary discussions of apparent deficiencies with operating personnel to verify facts and obtain explanations for deficiencies.
  • Identifies or assists in distinguishing deficiencies and recommends corrective actions to strengthen controls, improve operations and reduce costs.
  • Makes oral reports and/or prepares formal written reports as requested on the results of assigned audits or special projects.
  • Maintains effective working relations with operating personnel.
  • Performs other related duties as assigned or requested.


QUALIFICATION REQUIREMENTS
:

  • Graduation from an accredited college or university with a Bachelor’s Degree in Accounting; or Non-Accounting Bachelor’s Degree, plus 1 year audit or accounting experience.
  • Copy of degree/official transcript and police clearance must be attached to the application.
  • General knowledge of accounting principles and practices, fund accounting. Basic understanding of automated systems and audit procedures and techniques. Basic knowledge of computer operations.
  • Good written and oral communication skills.
  • Preferred - 3 years experience.
  • Preferred - Certified Public Accountant (CPA).


CONDITIONAL REQUIREMENTS
:

This position is “EXEMPT”; is not eligible to receive overtime payment for overtime hours performed pursuant to Part IV.B16 of the Personnel Service System Rules and Regulation (PSSR/R), Part 1.7C of the Excepted Service Regulation (ESR) and the Fair Labor Standards Act (FLSA).
